OMESH SAIGAL IAS RETIREED AS SECRETARY IN GOI ANBN FORMER CHIEF SECRETARY OF DELHI, MET NAVIN CHAWLA REG. "RIGGING POSSIBLE THROUGH EVM-S. (I.E. 03.07.09 PAGE-3)

Omesh Saigal wrote to Navin Chawla a letter claiming a detailed study conducted by him with the help of IT Experts had shown that rigging of EVM-s is "possible and plausible".

Saigal told IE that he met Chawla on Wednesday to explain the methodology adopted by him for the study and its results.

"It is an important issue as the fate of the Country's democratic set-up hinges on the fairness of elections.

Saigal also cited a study by John Hopkins University which established that if one gets to know the source code of an EVM, it is possible for a single person to cast unlimited ballots without detection

To see if similar fraud could be done in India, a young programmer wrote a very simple programme which would skew the result if a pre-programmed number was kept keyed in. A mock poll showed that every 5th. vote after the first 10 would go in favour of a particular candidate. This poll was conducted in the presence of eminent people, whose names have also been sent to Navin Chawla the CEC. "I intend to conduct this poll before CEC-" Saigal said.

Can EVMs subvert elections in India? – Rajeev Srinivasan
Can Electronic voting machines subvert elections in India ? Article by Rajeev Srinivasan in Eternal India. A survey of EVM issues as of June 20, 2009

CEC Chawla should wake up rapidly and get the CBI to audit the systems forthwith before Indian public looses faith in the electoral system. The public nature of the election process demands transparency and full accountability of all Constitutional functionaries.
Thanks to Rajeev for a scintillating account of the state of the art related to limitations of computer counting and accounting.
